I dont use flash either, I use Pivot, Gimp and a few more programs.

well GIMP and paint are picture makers. Flash is for animation

For pics I use: Corel Photo Paint 12, Corel Draw 12
For Anime I use: Macromedia Flash MX 2004

gimp is for graphics and animations also, it has layers just like pivot, flash and others, and you can do a some animations you cant do in others.

oh sorry I didn't know, since I don't use GIMP. but I know that you can make animation with Corel Photo Paint too, it's just that you have to make screen by screen and it's not as advanced (e.g. you can create "Motion Tween").
